Debbie L. Zumoff

Executive Advisor

Since 1984, Ms. Zumoff has supported the development and delivery of Keane’s unclaimed property compliance solutions.  She is a seasoned consultant, skilled at helping clients implement strategies to comply with both federal and state unclaimed property regulations.  Her field expertise is respected among industry executives and state officials alike, which has facilitated her work supporting holders in risk assessment, audit management and voluntary compliance efforts.  She often delivers education and training to executives and operational teams on industry best practices and unclaimed property risk management techniques.

Between 1993 and 1995, Ms. Zumoff contributing to the formal drafting process of the 1995 Uniform Unclaimed Property Act.  Also during that timeframe, Ms. Zumoff collaborated with financial services industry and government relations representatives to defeat the unpopular unclaimed property proposal in Ontario, Canada.

Additionally, between 1995 and 1997, Ms. Zumoff provided anecdotal and statistical feedback to the Securities and Exchange Commission as it developed language for the Final Release of Rule 17Ad-17.  Similarly, with the Money Return Act of 2000, the SEC invited experiential input from Ms. Zumoff to the US Government Accounting Office on the status of compliance levels with Rule 17Ad-17 within the stock transfer agency community.

Ms. Zumoff continues to monitor SEC Rule 17Ad-17 and, since the enactment of the Dodd-Frank Act, has updated Keane clients on the Rule’s expanded scope.  Ms. Zumoff served as an Observer to the Uniform Law Conference Drafting Committee in 2013 through 2016 to revise the 1995 Uniform Unclaimed Property Act.

Ms. Zumoff serves as the Editor-in Chief of KeaNotes, Keane’s unclaimed property compliance newsletter, published continuously since 2003, and is a frequent contributor to Keane’s unclaimed property blog.

Ms. Zumoff has authored numerous whitepapers on unclaimed property compliance and regularly contributes articles to industry trade and national publications alike, including features in Bank News, Corporate Secretary Magazine, the LA Times, Corporate Compliance Insights and CFO.com.

Ms. Zumoff has been quoted in USA TODAY, Wall Street Journal, Compliance Week as well as National Public Radio and speaks regularly to various industry associations on the scope and impact of changes in the unclaimed property compliance arena.

Professional Experience & Affiliation

Ms. Zumoff participates with the Unclaimed Property Professionals Organization (UPPO) most recently as a UPPO work group member to the 1995 Uniform Unclaimed Property Act Revision effort.  She served as Immediate Past Board President during FY 2015-2016, and as Board President during FY 2014-2015, preceded by two consecutive two-year terms as Board Secretary, a term as 2nd Vice President and a term as 1st Vice President.

A founding member of the Unclaimed Property Holders Liaison Council (UPHLC), predecessor to UPPO, Ms. Zumoff previously participated on UPPO’s Communications, Education and Agenda, Marketing and Legislative Committees, and served as the Board liaison to the By Laws, Leadership Development, Professional Development, eLearning and Government Relations & Advocacy Committees.  Ms. Zumoff was recognized in 2015 with the Outstanding Leadership Award during her tenure as President, in 2016 with the President’s Award and in 2017 with the Award of Merit.

Ms. Zumoff is an active participant with the National Society of Compliance Professionals, the Shareholder Services Association, the Securities Transfer Association, SIFMA and NICSA.  She also represented Keane as a corporate affiliate to the National Association of State Treasurers and the National Association of Unclaimed Property Administrators.
